"Buenos dias", "buenas noches" -- this was the first words in a foreign language I heard in my life, as a three-year old boy growing up in developing post-war Western Germany, where the first gastarbeiters had arrived from Spain. Fascinated by the strange sounds, I tried to get to know some more languages, the only opportunity being TV courses of English and French -- there was no foreign language education for pre-teen school children in Germany yet in those days. Foundation of the Eurolinguistic Circle
(Eurolinguistischer Arbeitskreis Mannheim)

We are pleased to announce the foundation of a new research and
educational centre intended for studying Europe as a linguistic and
cultural entity. The centre, under the name of EUROLINGUISTIC CIRCLE
(EUROLINGUISTISCHER ARBEITSKREIS MANNHEIM), has been set up jointly by
representatives of the Universities of Mannheim, Tuebingen,
Heidelberg, Stockholm, St. Petersburg, Vilnius, and Olsztyn.

With its seat at the University of Mannheim, the centre's aim is to
promote European studies in order to provide a LINGUISTIC FRAMEWORK
for the process of the European unification. The unity and diversity
of European culture which, in Seton-Watson's words, "is simply the
end-product of 3000 years of labour by our diverse ancestors" canno
be preserved and secured without due attention to linguistic aspects.

At least two points seem to show clearly the utmost importance of
these aspects. The first is self-evident. It is language that both
unites people and isolates one community from another, hence the
importance of encouraging multilingualism, starting from pre-school
and school education. As easily understood, this cannot be achieved
without in-depth theoretical studies and practical application of
contact linguistics to be done by professional linguists. The second
point is concerned with the role played by language in its capacity of
being the FOUNDATION OF CULTURE. Specific languages mirror in the
crystallised way the experience of the communities that speak them;
put another way, each language mirrors the worldview of its speakers
as coded in the language's lexicon, grammar, and discourse
patterns. Hence the importance of defining 'isomeric lines', that is,
'curves' running through areas where one finds comparable lexical
(isoglosses), grammatical, and discourse patterns as seen against the
background of ethnocultural identities.

The Eurolinguistic Circle is planning to hold the Second Symposium on
Eurolinguistics jointly organised by the Universities of Mannheim,
St. Petersburg, and Stockholm in Pushkin/St. Petersburg (Sept. 10-16,
1999). The programme of the Symposium will be mailed out shortly.
