Thanks to: Sabine Bartsch Tylman Ule Sean M. Burke Keith J. Miller for their responses. It seems that I did not say clearly enough what I wanted, but in spite of it I got the answer. I needed a simple utility that provides bi-level sorting according to sorting rules given for a particular language. Keith J. Miller suggested locales, but they are not working for all languages. For Czech, for example, I do not get standard Czech sorting but some kind of well-tempered sorting of Latin-2 table. The glyph "ch" is not sorted between "h" and "i" but between "ce" and "ci". Sean M. Burke wrote the Perl module Sort::ArbBiLex that does exactly what I need. It is easy to define one's own sorting order, and to sort different lists in different way.
