University or Organization: Defense Language Institute Department: Foreign Language Center Rank of Job: Manager Specialty Areas: Computational Linguistics, Consider General Linguistics Description: Speech Technology Data Center Vacancy: Center Manager Defense Language Institute Foreign Language Center (DLIFLC) Location: Presidio of Monterey, Monterey, CA Job Description: DLIFLC is searching for a center manager to support speech technology projects. The center manager sets up a new office and recording facilities at DLIFLC and manages all speech data projects. The position requires a hands-on manager who will coordinate projects, recruit contractors as needed, and act as a subject matter expert for all aspects of speech technology projects. The center manager will establish this new speech technology center as a data resource for research and commercial speech developers. The center manager will solicit input from user organizations and represent DLIFLC at speech technology events. The position reports to the Vice Chancellor, Language Science and Technology. Job Duties: - Set up data archiving center and recording facilities - Assess data collection, transcription and annotation - requirements with user organizations - Negotiate user agreements - Create and manage annual budget - Recruit in-house support and contractors - Define and project requirements - Prepare and coordinate data collections - Plan and manage all data production activities - Direct transcription, translation and annotation activities - Hire or contract functions as needed - Create and maintain data archive for speech data - Distribute resources to support research and development Skills and Knowledge: The incumbent should be familiar with current practices in speech technology development. Knowledge of transcription protocols, annotation tools, distribution requirements, and data collection projects is essential. Education: Degree or research experience in Computational Linguistics or General Linguistics Work Experience: Minimum of 1-year experience in speech technology environment (academic, research or commercial), managing data creation/annotation projects.
