A variety of research methods were employed within an essentially ethnographic framework, including participant observation, informal and formal interviews, written qustionnaires, unobtrustive measures, and examination of school and other documents. The study was directed toward ascertaining the level and nature of participation in the bilingual programs and its effect upon the planning and implementation of the programs.
