Many factors that are involved in nation's culture such as long history cultural heritage and scientific achievements do contribute to this term. Nation's culture, with this comprehensive view, is required to deal, and interact with the tremendous scientific progress in communication and computer which is now referred to as informatics. Where does the nation stand with respect to this scientific progress in research, dialogue, industry and education, as well as other vital comprehensive interaction processes? The world is now witnessing a wave of epistemological development. Now any one of us can communicate with as many people as he wants all over the globe simultamously.
