NSF has published a new Grant Proposal Guide (GPG) as part of the updated Proposal and Award Policies and Procedures Guide (PAPPG, NSF13-1), which is available for download at: http://www.nsf.gov/pubs/policydocs/pappguide/nsf13001/nsf13_1.pdf.
Included among the significant changes to the GPG is a statement of the Merit Review Principles and Criteria that have been revised to incorporate recommendations from the National Science Board. New language has been added on merit review principles, and revised merit review criteria language was inserted. When preparing new proposals to NSF, PIs are encouraged to consult the discussion of these principles and criteria in Chapter III, Section A, of the GPG.
