There are ISO standards for computer processing of diacritics, but none claim to be exhaustive nor linguistically accurate. At best, they cover standard use of widely-used languages. I think they're a good starting point for a survey of diacritics (since they result from surveys themselves), but I wouldn't count on them as definitive in any way. -s
