To all these people critical of the IPA's hacek avoidance, I can only
say I agree with you. But why not join the IPA and vote with me to change
it, instead of just grousing on the outside? It's votes that count in a
democracy

I am confused: Americanists used the symbol 'c' for 's-hachek',
'tc' for 'c-hachek', etc., for a good long time before switching.
So, at the time that IPA practices were codified, I don't think
the hachek system was used by Americanists.
