AWARD PROCEDURE Open procedure 3. INFORMATION RELATING TO THE PRODUCTS TO BE SUPPLIED (a) Place of delivery Brussels and Luxembourg. (b) Nature of the product to be supplied. CPA reference number Purchase of a software package providing Integrated Translation Support Tools for users at the translation departments of the Institutions and bodies of the European Union mentioned at point 1. CPA reference number: 72.20.2 (Programming of packaged software products). Provision of maintenance, training and other services in relation to the above-mentioned software package, falling under the scope of category 7 (Computer and related services), Annex I A of Directive 92/50/EEC. CPC reference number: 84. (c) Quantity of the product to be supplied Licences for an estimated total of about 2,000 users. (d) Division into lots Suppliers may not tender for a part of the product required only, as the contract is not divided into lots. 4. TIME LIMITS The accepted product will have to be ready for supply within 1 month following the signature of the contract. However, gradual supplies at the different Institutions and bodies of the European Union over the duration of the contract are foreseeable. The services will be performed over the duration of the contract (1 year, with provisions allowing for 2 annual renewals). 5. DOCUMENTS The tendering documents will be sent free of charge upon written request. sdt.cec.be 6. DEADLINE FOR RECEIPT OF TENDERS The final date for the receipt of tenders will be 21 May 1996. Tenders must be sent to the address indicated at point 1 above. Tenders may be drafted in any of the official languages of the European Union. 7. OPENING OF TENDERS (a) Persons authorized to be present at the opening of tenders One person to act as the duly authorized representative of the tenderer. (b) Date, time and place of the opening Tenders will be opened at 3 p.m. on 29 May 1996 at the European Commission's premises in Luxembourg (details will be notified to the tenderers). 8. DEPOSITS AND GUARANTEES In accordance with the Financial Regulation, suppliers, contractors and service providers must lodge a deposit as security for any contract exceeding 300,000 ECU. See the specifications and the draft framework contract for further details. 9. FINANCING AND PAYMENT TERMS The main financing and payment terms will be those applied to standard supply and service contracts signed by the Institutions and bodies of the European Union. Specific conditions are stated in the tendering documents. 10. LEGAL FORM TO BE TAKEN BY GROUPINGS OF SUPPLIERS AND SERVICE PROVIDERS See the specifications. 11. INFORMATION CONCERNING THE TENDERER'S OWN POSITION AND INFORMATION AND FORMALITIES NECESSARY FOR AN APPRAISAL OF THE MINIMUM ECONOMIC AND TECHNICAL STANDARDS REQUIRED A set of documents will be required pursuant to Directive 93/36/EEC, Articles 20 to 24. 12. PERIOD DURING WHICH THE TENDERER IS BOUND TO KEEP OPEN HIS TENDER One year from the date indicated as the deadline for the receipt of tenders. 13. CRITERIA FOR AWARD OF THE CONTRACT The tenders will be evaluated in relation to the following award criteria: (1) technical criteria (2) functional criteria (3) quality of maintenance, training and other software services (4) testing and/or checking (5) financial conditions These general award criteria are further divided into more specific subcriteria. See the tendering specifications for further details. The financial conditions will be assessed last. The other criteria will be weighted as follows: (1) technical criteria: 25 % (2) functional criteria: 50 % (3) quality of maintenance, training and other software services: 10 % (4) testing and/or checking: 15 % 14. VARIANTS Variants are not allowed. Only tenders conforming to the specifications will be accepted. 15. OTHER INFORMATION In order to answer any questions from tenderers, an open information meeting will be held at the European Commission's premises in Luxembourg on 22 April 1996.
