One very nice program that I've used in my teacher training work is 'Hot
Potatoes' - a free (for educational use) program that allows you to author
interactive web page-based quizzes, clozes, comprehension exercises, etc.
The new version (4) in particular is genuinely easy to use and goes down
very well with even those teachers with very little computer experience.
