We found out that some Chinese IELTS test takers obtained a particularscore but did not meet the corresponding CAN DO standards in real-lifesituations.

We know the IELTS tests were not forged (can be checked easily throughwww.ielts.org).

So we are left with the following question:How do Chinese students manage to obtain IELTS test scores which do notmatch their level of English?
