Abstract: This paper analyzes the English Language Teaching context of India in general and the state of Odisha in particular, where English is taught-learnt as a L2 but used in the social domains as a FL. The paper also reports the impact of the instrumental motivation and culture stress the Odia students face while studying English literature-loaded textbooks in a curriculum that is oriented towards success in examination as well as securing good marks in stead of cultivating the skills of language use and communicative competence. The conclusion drawn in the paper is that the learners of Odish,India, or any other non-native English language learning country can develop English language proficiency, only if the opportunities for exposure and use of the language shall be provided both at the formal and informal learning contexts, those are the schools ,colleges,as well as the home, society and state through policy and political will.
